Senegal Submits First Forest Reference Level for Slowing Deforestation to the UN

Dakar, January 20th, 2025; Senegal – Senegal submitted its first forest baselines, called Forest Reference Levels (FRL) to the United Nations Framework Convention on Climate Change (UNFCCC). The FRL uses forest cover data from the period 2011-2020.

To celebrate this milestone, CfRN was invited to join a workshop by Minister Daouda Ngom, Minister of the Environment and Ecological Transition, Senegal to present the results relating to Senegal’s first Forest Reference Level (FRL). Mr. Leonardo Massai, CfRN Climate Policy Director attended in person with Emilio Sempris, the former Panama Minister of environment and CfRN’s Latin America director and Alphonse Bizimana, CfRN Technical lead attending virtually. The workshop took place on February 25th and was attended by over 60 people from the Directorate of Forests, Water, Hunting and Soil Conservation in Dakar and was reported on national television in Senegal, as part of the government’s efforts to slow deforestation under the Paris Agreement.

Congratulations on this great achievement and milestone under the UNFCCC and the Paris Agreement. This first step is an important accomplishment. The UNFCCC allows for step wise improvements. Therefore, we are looking forward to continue working with Senegal to build their capacity and collect more data to eventually include all REDD+ activities and pools, said Federica Bietta, managing director, CfRN.
